Well as someone who knows plenty of pirates, that is false. Pirates will pirate ANY game, no matter how good it is. If a game is mediocre/bad, they might not pirate it as they "don't want to waste a CD." In the case of the 360 where you can't play online with a modded console, I know people that have 2 360s, one modded and one regular. They'd buy the good multiplayer games (your Halo, COD, Gears etc) and pirate the single player games.
Don't want to generalize, but that's what I've seen throughout the years.
