Twisted Metal has always been a franchise very popular with American gamers.
I suspect SCEA have backed the game's development heavily to try to help their console in their weakest continent.
It's a bit retro, but that doesn't mean it can't sell. I don't think it'll do gangbusters, but I think it can definitely stand its ground commercially whilst adding further to the great diversity of experiences available exclusively on PS3.
