My take is that it has things akin to sixaxis on it, in that it can dip and so on. You can't use the 3DS like you can a Wii controller. I don't see people buying ot for motion control. What I do see is the movement being tracked means that it doesn't need a second analog stick.
By the way, here is an idea for a game: The game uses where you are currently and puts the monsters in it. You see your environment but also the monsters you are hunting. The two cameras on back have potential to do things one isn't used to normally, turning your world into a game. Another interesting one would be for the 3DS to be used on road trips and you can end up showing oncoming traffic and you look to drive to avoid the traffic. Ok, well, something like that.
