The consoles these days displays new content with a 60 Hz refresh rate. For a 30 FPS game, this means a new frame is ready every other refresh, and for a 60 FPS game, every refresh.
If you use 45 FPS, you won't have a consistent output, because you can't have a steady refresh. That's why most games aim for either 30 or 60 FPS, because it fits with the 60 Hz refresh rate.
