While I think it is fake some third parties where said awhile back to have Dev kits.

And several notable publishers/developers close to Nintendo (Ubisoft, Sega, Tose) even have Chinese studios.  Also, I really doubt Capcom doesn't have kits yet... JP execs are just more careful than western ones...
