Are you sure they're going through it?  They're probably nibbling on it, and you're just not noticing.  Keep an eye on your lure: when you can't see the red part anymore, hold on the action button.

Nope, nothing. That red shit was still there. I saw what's supposed to happen (on youtube), but it didn't in my game.

Time was running out (waited for too damn  long -_-), so decided to go for it anyway. Lost all my baits as expected. Switched off the damn thing. Probably a glitch. Gonna restart later.

Wasted my time looking for the items. -_-
