The GBA was a 32 bit system which means it was more powerful than a SNES.
The DS is more powerful than the N64 which means it's powerful than a PS1 since the N64 was pwerful than it.
Chances are the 3DS will be more powerful than the gamecube which can lead to Xbox level graphics since the Gamecube was pwerful than the PS2 but the XBOX won the graphics war last gen. Or, it can be powerful than the Xbox leading to graphics on par with the Xbox360.
