Motion control on the wii is very two-dimensional, whereas the use of a camera instead of an IR sensor bar gives you depth and the opportunity to design different, innovative control schemes.

Camera isn't an optimal solution for actual screen pointing though.  Due to the "glowing ball" setup, the PSEye can't actually tell where exactly the Move wand is pointing... to calculate angle it uses data from the gyroscope and accelerometers, which is why it's so laggy (seen in RE5, The Shoot, etc) compared to Wii's IR/camera setup.

The main advantage for a stationary camera is in "augmented reality" applications like Move Party or WarioWare Snapped.
