Can GTA 4 tip the balance of the PS3/Xbox 360 console war in favor of Xbox?

There is no *new* episodic content. They originally announced 2 episodes and we now know one will arrive in fiscal '08 and the other in '09. The thing I want to know is whether they will be developed by Rockstar North or one of the other R* studios.
