As with the rest of the game, Chrono Cross and its writing was fine.  As has been stated many times, Chrono Cross suffered from being made during the development of multiple other games (FFVIII/Xenogears).  And even the developers have admitted it was unfinished.  Squaresoft at the time had a tendancy to try to make grand project, but never fully complete them before launch.  Think FFVII, Xenogears, Chrono Cross.
