Rathian Plate has a 4% drop rate (actually quest reward only) and a 1% shiny drop, and that's ONLY if you break it's head. I have killed over 100 Rathians until now, just 1 Plate.
Rathalos Plate is a bit less rarer, still, I got mine off Cha-Cha!
