If GTA4 isn't a 10/10 game, why did it get reviews like it did?

Worst GTA ever but a good game. I'd give it 7/10

I just LOVED San Andreas so much & I wanted something like it.

One of the good things about GTA4 was I actually cared about the main character, then again I don't play GTA for the story.
