I'll explain this again.
Philips already had a console...the CD-i. It would make sense to want to license a few IP's for their console in exchange for a use of a disc drive and discs.
Sony didn't have a console at the time so why in the world would they need to license out any IP's? That wouldn't even make sense in contract to include IP licensing. For example, Nintendo contracted Matsushita (Panasonic) to provide the disc drive in the GC so why didn't Nintendo offer their IP's to Matsushita? Because they didn't have a console. Technically they had the M2 cosnole back in '97 but canceled it way before Nintendo contracted them for the GC disc drive.
