Because Mafia II is already a mature GTA in the 40's. There's no place for LA Noire so close in the release schedule, games so similar.

In Mafia 2 you play as someone in a mafia don't you?

In LA Noire you play as a detective solving crimes & so on.

Two completely different approaches & experiences & the LA Noire one sounds more unique.
