I guess Japanese seiyus just put more passion to their work than most of the American voice-actors(don't get me wrong, there are some very good and passionate American voice actors). Voice-actors are very popular in Japan compared to western countries where voice-actors don't get half as much attention.
Though it sounds pretty loltastic for a game like Just Cause 2 to have good voice acting
