Not all features are listed in the manual. For example the ones that come with FW updates. Also this could be for the manufacturer, when you send your PS3 to repair.

I guess you could do it to blow out a lot of dust but don't overdo it. Only do it if your fan goes on very fast while playing or when you think there's a lot of dust in it. Do it for a few second, then shut it off again.
