It seems pretty clear from the last fiscal report that sony is holding back stock in America where they still lose money on each console sold, and are keeping supply high in areas where they can make a little money. The new design should allow them to bring more stock into the US but they are probably still losing money on each console sold here. Sony's recent announcment that they now make money on every console sold seems to suggest they are averaging that "each console sold".
I think we can rule out it being a supply chain problem now, sony isn't having a hard time getting 45,000 units to the US, it's definately by design.
