When no source is given I think it's best to assume the figures are shipped. Still, at this time of year consoles shouldn't be sat on shelves for very long, so there should only be a week or two's difference between shipped and sold (to consumers). Seems that SCE France are on track for their 2007 500,000 target. It seems that the 40Gb/price drop has had it's biggest impact in France, although it's difficult to tell since we haven't received much data from many other European countries since then.
