I have never owned a Nintendo handheld. ( I know...) Although I did buy a DS for my dad (my mom was complaining that she never got to speak to me on Skype because my dad was always immersed in Sudoku puzzles).
The 3DS will be my first. If it isn't region-locked, I will pick it up first day. If it is, I will buy it when I decide which continent I want to live on.
