Why do you assume motion controls would be done with too many things? Recent Wii games have worked best when motion control is limited.
Personally, I would have the analog stick be movement for everything, save for maybe the helicopter and harrier (hydra). Tilting the Wiimote would control the camera, with aiming turning it of course to a pointer. Everything else would be mapped to the buttons.
A flashy-first game is awesome when it comes out. A great-first game is awesome forever.
