You're correct, yet the descriptions of the abilities have been changed when it was ported to the GBA like Khuutra said and also when they released it on the PSX with FF Anthologies.

Actually I played the game on the Snes, but I couldn't recall the original name, so I went with what was more fresh in my mind. And I got it wrong, it was called Heartless Angel on the GBA version.

You basically mixed the two names. For the record, I prefer Fallen One, it fits Kefka and it describes the spell well too since it leaves you with only 1HP.
