I guess it depends on the budget. For example none of the Yakuza games have sold a million copies yet they keep pumping those out.

MS did get exclusivity on Shenmue 2...in the west. So its not crazy to think they might have some interest in Shenmue 3.

Fixed.  Snenmue II was still on the Dreamcast in Japan.

Shenmue I sold over a million copies on the Dreamcast, while Shenmue II only managed around 300k on the Xbox.  The franchise needs to be on a console popular in Japan to succeed.

OT:  Seems the speculators on gaf were right about it being a Virtual On port.

Well bear in mind Shenmue got most of its sales in the west. According to the numbers on this site atleast.

Shenmue 1 sold 390K in Japan. Yet it sold 790K in the west.

Shenmue 2 sold 150K in Japan for the DC. It sold 310K on the Xbox.

Shenmue 2 wasn't hyped much either. The original Shenmue had a huge ad campaign. Shenmue 2 did not.

In my opinion, they should release Shenmue 1 and 2 on all three consoles. Maybe even the PSP. That would create a lot of hype for Shenmue 3 and would probably be very profitable.
