The point about being WORST than piracy for the DEVELOPERS/PUBLISHERS, its that not only they are not receiving money for the used copy, but the store is taking one potential customer that WAS willing to pay money for the game, but now buys the used copy for only 5 bucks less, because its cheaper for him.

The illegal player was not likely to pay for the game anyway, but the gamer that goes into a store to buy a game IS willing to pay. Its WORST also because the same stores that sell the new games are PUSHING the used game into the customer, instead of the new game.

if the person couldn't get it for free dowloaded they might pay for it

if the person couldn't get it for the used price they might not buy it at all

just because people are willing to pay a certain price for things doesn't mean they would pay any price for it

if too many people are buying the game used and not buynig the game new it's time for them to lower the price

people make purchasing decisions based on the options available.  minus the option of buying it used, there is no indication that video game players will simply stop buying games as if the ability to buy used games is the driving force behind their interest in video games.  quite the contrary.  video game players will simply adapt to the options available, which will be buy it new or simply continue to buy it used and pay extra on that used price for the desired additional content that will come with a fee but will in turn provide developers with revenue from used game players. 

but consumers seeking a lower price because it is available does not mean that the price of new games are too high.  it means they are simply seeking the lower price because it is available, but absent of it would still purchase games at the price it was available at.
