Those pictures don't disprove the possibility of two touch screens. The board is just a test board, early GBA dev kit boards had four face button points with a SNES controller used as the controls for devs and early DS dev kit boards had two screens but no touch screen. 

Also of note is the number of ribbons coming from each screen. Compared with the DSi screens, it seems that both will have a touch based interface. It's can't be guaranteed though as this is only a test board.
