I'd have to question your post. Pretty much all sequel series rehash a lot of their old material. Are you trying to imply that there is no difference between the different Call of Duty games? I have played all of the CoD games since CoD2, and there is a pretty big difference between the games. It isn't all straight rehash. The biggest leap, obviously, was between CoD3 and MW.
I think what you are really trying to say is that you were disappointed with the lack of progression from MW to MW2. That is definitely a valid point, although many fans of MW2 would disagree with you. I love both MW and MW2, but I am on the sidelines in this argument a little bit because IW has been very lazy in releasing old MW maps in the 2 map packs so far.
I think we will notice some new changes when Black Ops is released. That game looks very promising.
Pretty much all FPS series run the risk of becoming stale when too many sequels are released. I thought Halo 3 and ODST were very insignificant upgrades on Halo 2.
I do think that Activision is oversaturating their CoD product. They should not be releasing more than 1 game a year-- it is just going to spoil the series.
I can see the point to your argument, but I don't that CoD has stalled on creativity and innovation yet.
