Not really. The boss fight was cool at the end but FFVIIIs battle and junction system made everything too easy so even that doesn't work. They introduced her far too late imo. If we'd found out earlier that she'd been manipulating the other sorceresses, there would have been more time to get into her development, to find out what made her so insane and manipulative. Spend less time beating around the bush, introduce her earlier and make us feel how evil she is. Instead, I felt nothing at the end other than "bit of a crazy bitch".
Take Kefka or Sephiroth. Both are introduced much earlier, and both are developed over the full course of the game. We see them do downright evil and malicious acts but we have context for said acts. By the time the final fights come up you want to kill them with a passion.
