146 million is not the number of PS3 sold to consumers - it is an artifiact of Sony tracking units produced for most of the PS2's life, ie it includes many consoles that were given to customers as part of the warranty.
3ds is coming out this financial year in Japan, that is all that has been confirmed. That may be 2010 or early 2011, and the Western release date is like 6 months later. The DS will likely sell for many years after the 3DS launch, and will in all probability see a price cut sometime soon around the 3ds launch
