shouldnt the tech behind Spartan 3s be better? I mean seriously the first Spartan project was a failure. Spartan II nearly killed everyone but a small percentage. Spartan 3 should be more advanced to limit death but give similar strength and abilities as Spartan 2s. Only major difference would be the suits as Spartan 2 armor seems to be way stronger.

You might think so, but Spartan II's are the ultimate case of "they don't build 'em like they used to."
Spartan II's were by far the most advanced - it's why so many died. Not because they didn't know what they were doing, but because the genetic enhancements were so vast, a lot of the subjects simply couldn't handle it. Spartan III's however are far less enhanced - in fact there's virtually no risk of them dying due to the far less intrusive modifications.
Spartan II's only had a very small pool of candidates that were even genetically suitable to TRY those modifications on. And even most of them died. Spartan III's were more along the lines of throw-away Spartans. Cheaper, weaker, but far more effective than marines or even ODSTs.

That would be wrong. They went through the same procedures (Plus one extra which was authorized illegally *green*) but advances in medical science made the success rate 100%. Everything else you said was correct. I believe the liquid in the trailer may have been this drug or pehaps the IIIs in Noble Team never had it. They don't see like throw-away Spartans and are quite high ranked.

Exactly, thought they went through the same thing. I think its somewhere in the 2nd Halo book. Is it that the added drug makes them weaker? otherwise I dont see how they could be any weaker then Spartan II's. Like I said, it has to be the armor since the Spartan II armor increases user vitals 100% more than ODST armor.
