It's agreed that Legendaries have a high base stats to begin with, that's what set them apart and that's why they're forbidden in most competitions/Battle Frontiers.

There are no rules to it because it is not up to the player to determine what is or is not a legendary. It is defined by Nintendo. It is a title bestowed on selected creations. The only thing truly unique to legendaries is that, thus far, none have evolved. Base stat total has absolutely nothing to do with it. Slaking has a base stat total of 670, which is tied with Kyogre and Groudon as well as being much higher than other legendaries and is not a legendary at all. Phione has a base stat total of 480, is hatched from an egg, and is a legendary as confirmed by pokemon.com.

Nintendo decides which pokemon get one of the titles of legendary (technically three that get combined into one in english). You cannot reverse engineer a set of rules to define different pokemon that way because the system simply does not work that way. The line of what legendaries can or cannot do has becomes extremely blurred, and I fully expect a future game to have one evolve. After that there will be no general feature of pokemon that cannot be found in at least one legendary.
