Articuno, Zapdos, Moltres, Entei, Suicune, Raikou, Regirock, Regiice, Registeel. Azelf, Mesprit, and Uxie would all like to have a word with you about that. There are no rules to being a legendary! It is a title given at creation with no set in stone restrictions.

It's agreed that Legendaries have a high base stats to begin with, that's what set them apart and that's why they're forbidden in most competitions/Battle Frontiers.
There are rules to be a legendary, or else someone would even call Magikarp a legendary >_>

And Slaking would be considered as a pseudo legendary. So rules are very significant.
