If a game engine was developed right it would scale correctly, of course the only devs now a days that make truly good engines are Valve, Crytek, DICE, and Epic Games. A 720p game shouldnt have any variably noticable issues till its placed on a TV above 40". Now I do still recommend 32" and below for anything 720p. In the end its all about the ability to scale an image to the correct size without any major graphical glitches. Any PC has the ability to, the consoles should be able to easily do it.
But of course the input feeds for TVs are trash so image bandwidth doesnt equal out with the power of the systems at hand anyways. This is a different issue revolving around TVs. Why couldnt TV manufacturers just put in DVI or DisplayPort connections instead of HDMI? HDMI 1.4 is the only way the cables will ever have the input bandwidth to present 1080p content in their actual glory.
