I assume you're referring to this review of OOT, which is about the Virtual Console Wii version, Like TWRoO mentioned. When it originally released in 1998, it was awarded a score of 97% by Nintendo Official Magazine, and they called it 'the best videogame ever' (as did most videogame publications).

I actually digged through my old magazines and managed to uncover a review score of OOT... Sorry the pic's a bit blurry, my phone's camera is utter crap. But it's clear enough to make out the score's definitely 97%, and not 95.

 

Incidentally, I also found the issue in which they reviewed Majora's Mask, which got a 96% score...

 

I stopped purchasing NOM sometime during the GameCube era, because the magazine got insanely expensive in my country then. So I dunno if any games scored higher than OOT's 97% since then. I'm quite certain Banjo Tooie got a 97% as well, but I'm too lazy to go find out and be 100% sure. Also, I'm not entirely in the know about this, but I take it NOM & ONM are the same magazine? As in, ONM was formerly named NOM?

 

So, anyway, 97% for Galaxy 2 is an insanely great score.

NOM became ONM yes... though it wasn't the same staff.... then again the timespan I read NOM they went through a few staff changes anyway, same for ONM.

I think Tooie got a 96%. I distinctly remember OoT being the highest rated game for them, there were a small set of games (4-5) that managed 96 throughout N64 and GameCube life.
