Tales of Vesperia is already two years old. They're not going to bother localizing the PS3 port. Western Tales fans are a pretty hardcore audience. Most of them bought an Xbox 360 to play ToV (if they didn't own a 360 already). In North America, the Xbox 360 version of Star Ocean 4 sold about as much first week as the first five weeks of the PS3 version. In the west, it's not worth it to Namco to localize a 2+ year old port. ToV PS3 would mostly get bargain binned (I have a feeling that this is going to happen to SO4 International. The sales show that not many people are willing to buy it full price. But the sales may pick up at the bargain bin).
