Yeah, they're likely including the 3DS figures to obfuscate any insight as to launch date. If they said they expected say 6-8 million for 3DS, we could probably forecast a holiday launch worldwide off that for example. If they said just 2-3 million, that probably means Japan this holiday, and the west next spring.
