Read the bolded part again. Those games were part of the "5 game deal" Capcom struke with Nintendo where they would develop and publish 5 "high quality ganmes exclusive to GC". Of course most of these "high quality games" ended up being multiplatform.

The only game Nintendo are involved in with Capcom is MH3 and they're only involve because Capcom's effort actually impressed them so they decided to publish it in the west, also the was no deal struck with Nintendo either, Mikami just announced that he will do 5 games for GC exclusively but Capcom had other ideas when they saw the final results of Mikami's work and went against his word, had an actual deal been struck K7, VJ and RE4 would of never gone multiplatform last gen and even then the GC versions were technically superior because the tech was built for it from the ground up.

 

It's one of the reasons Mikami and numerous members of his team and Clover left to do things their own way.
