That first right of refusal may have been interwebz bullshit.
This could be very similar to MS's relationship with Epic. Activision only has the rights to 1 IP. Bungie can still make games with other IPs with other publishers. So unless Bungie makes games for 1 IP for the next ten years(it is possible, as history states :) ), they can have multiple publishers.
