Reread it in fanboy mode. Or as I like to refer to it, "David Jaffe fucking with the fans" mode.

He will in all likelihood:

A. Announce it before E3 (gamer magazine or not)
B. He won't be AT e3. But there are plenty of announcements that happen AT the time of E3 that aren't necessarily there. These events get thrown in with the confirmations (i.e.- Wii price drop last year I believe)
