Tbh I think's it's a group of developers at Nintendo behind the development even if they're picked from different studios, people keep bringing up Nintendo's dislike for JRPGs but things are different now and I can only see a team at Nintendo bringing out those visuals for a start, I'm dead confident it's a team at Nintendo being directed by Mistwalker.

AQ Interactive revealed in their annual report that one of their development studios did work on the game.  For reference they own Artoon, feelplus, cavia and Microcabin.  Given Sakaguichi's "Mr. M" hint, it's likey Artoon (and Blue Dragon director Takuya Matsumoto).  Artoon's worked with Nintendo before too, on Yoshi Topsy-Turvey, Yoshi's Island DS and FlingSmash.

Personally, if Iwata wants to form a hand picked team of Nintendo staff for a Wii RPG, I'd prefer it be for Mother 4...

It doesn't mean they developed it as I recall AQ on various games this gen have done a bit of work on helping out with cutscenes or even supplying some development props and such, from what I've seen in those scans I can only see Nintendo getting that effort out of the Wii and not a third party.
