Considering the fact that he has stated that he wants something portable without physical media, I say the Go is the better option than the 3k.
The 3k gets him a larger screen, different button placement, the ability to play physical media based games if he decides to change his mind, and is cheaper but is much thicker and larger.
The Go will get him more portability (it's smaller), bluetooth (might not be useful to him) and the pause game feature but it is more expensive and has a smaller screen.
Overall, considering HIS needs, I'd say, get the PSP Go.
