You may be right, some builds may take in account the whole population, esp. if it's pop. tight build. But when you see streams or read normal tact., it's 9 pool because of 9 drones, 10 rax because of 10 scv's. So it may be situational. In fact if it's written as xy / xz it's your case, if it's written as xy it would be mine.
