And yeah, one of three things is going to happen with this game and its users:
--The person is genuinely good at making fun levels and has a good time with the community and the game.
--The person is terrible at making levels but thinks they're good. When the community rejects their levels, the users gets pissed and has a general bad time.
--Users aren't particularly good or bad at making levels but are flooded with the crap by the above user that make the game just not that fun (remember, this game mainly strives on user created content).

The fate of #3 should be fairly easily avoidable via a voting system.
