I think you are wrong. The sales spike of VC in Christmas period clearly shows VC number is a function of number of consoles sold.
It's my hypothesis but after some time small games that don't chart anywhere are simply calculated as Y=f(X) where X is number of consoles sold, now knowing shape of X would certainly be interesting ;)
If you look at typical overtracking scenario - it's usually for critically aclaimed games with strong word of mouth that are often suggested in topics like "what games should i get for my new console".
