I say they're pretty equal. Fallout 3 benefits from being released later it has better story, animations and just generally more polish.
Oblivion on the other hand has a larger more thought-out world with more towns and a larger library of lore and history. I also prefer the Oblivion mods over the Fallout 3 ones.
