While its true that they are just adding more suits, the suits are getting more and more ingenious. I mean, Bee Mario and Ghost Mario were fun, but they were rather simple and limiting because you could only use them for specific tasks. These powers on the other hand look a step above those powers. Both because they allow you to attack with normal Mario and then utilize their powers when needed.
But the reason this cloud power looks fun to me is simply, how many Mario games have we played now where you had to find a beanstalk or kill a Lakitu to fly up to a cloud level and explore upper areas? Well, why not just give Mario the power to make clouds and float/climb where he usually couldn't? Hopefully that's what it is.
