Apparently they are also talking about retail sales:

Hope this info helps ioi make the necessary adjustments to the games in the OP.

It's retail sales as in sales to retail, meaning shipped. They always word it like that in financial reports. Actual Demon's Souls copies sold to customers in the NA market is less than 280K.

I read that as sales at retails, usually if they are talking about shipments they say shipments. You might be right though, I don't know, I'm sure ioi will give them a call and clarify so he can make adjustments here.
