Also, in my opinion, hardly any Gen 3 or 4 Pokémon are interesting in the slightest. They're a massive step down from Gen 1 and 2.

Gen 1 & 2 were plain broken; gen 3 and 4 took the games' core and made it much more interesting and compelling. STAB, Physical/Special Split, Abilities and many more. About the 'mons themselves, I think you let nostalgia cloud your judgement a bit. Seriously. Many gen 1 & 2 Pokemon are trash; Jynx? Exeggutor? Unknown? Parasect? Hypno? Foretress?
The only gen's Pokemon I didn't care for were 4th ones. Too many legendaries (crappy ones, too) and too many old evolutions. Don't get me started on Pokemon like Burmy :-/

People like to pull the nostalgia card, but no. To start off, I didn't say every Pokémon from Gen 1 and 2 was fantastic so your argument is flawed right off the bat. If you wanted to contradict me you should've listed Pokémon from gen 3 and 4 that were interesting, because that would actually stand against something I said.
Moving on, the only Pokémon I have an issue with from your examples is Jynx, and possibly, maybe, Exeggutor.

OK how about a large portion of Gen 4's Pokemon were evolutions from the 2nd gen? Going by this, how can Gen 2 Pokemon be interesting while Gen 4 cannot? Your argument is flawed as well...

I'd have to agree with majin on this one...diamond pearl were, in my opinion, the worst pokemon games to date. They stand to this day as the only pokemon generation I haven't beaten simply because they were that boring/uninteresting.
Your arguement routsounmanman is also flawed because just because those gen 4 pokemon evovled from gen 2 ones does not mean that kept with the art style. correct me if im wrong but I believe this is what Majin is trying to point out...that alot of the new pokemon don't feel like pokemon...I'd have to agree with Majin most of those gen 4 pokemon that evovle from the gen 2 ones look silly/ugly/horrendous and should not have even made it into the game with how bad they look...
Need examples just look at magmortar or the evovled forms of aipom and rhydon...they just look silly and out of place like MOST of the gen 4 pokemon... please keep in mind I did say MOST so don't argue that some gen 4 do like fine because I admit that they do even...however the bad far out wiegh the good.
