I don't think that's true at all. Like, platformers weren't a big genre anymore until Mario went back to 2D.
The problem is, nobody has made the right game. Take Castle Crashers, for instance - it's a great beat-em-up game, that will end up with well over a million sales. That's quite a lot for a download-only 360 exclusive, which I think severely limits its potential. I think the right game could easily overtake Streets of Rage's peak sales.
On topic, weapon usage sounds alright. As long as the game remains simple, fun, and replayable (no "story" please!). Streets of Rage 2 is amazing, I still play it often.
