They had 20 people working on the first title.  That's the problem.  Of course, I don't think the FPS genre is popular enough on the Wii to warrant a huge 200 person development team like some games have, so we are left with what we get.

20 seems a bit low, but they really don't need 200 people on a Wii game. It's not like the HD games which need incredibly detailed artwork and complicated effects etc. It's why is shocking 3rd-party's haven't put more core titles on the Wii. It's not like they need to employ a huge team.

The average team size for a Wii game is 25-45 people.
