You need to synthetise that ability first. There are a couple of abilities that only appear if you're using a determined sequence of Accesories and Weapons. 

You must be confusing Instant Stagger with Quick Stagger, which are two different abilities. Instant Stagger means it can go from 100 to above Stagger threshold in one hit. Quick Stagger means that whenever the Chain Link is 10% from filling, the next Lightning hit will Stagger the enemy immedialty, without having to fill those 10%.

And I've been wasintg my time levelling that pile of shit weapon just to reduce every stagger guage by ten measly percent.

Tri-disaster can fill 10% in less than 5 seconds!

Screw that, I'm levelling Helter-Skelter.

Good luck filling a 100 Chain Resistance enemy in less than 5 seconds, even with Tri-Disaster.

Also, using Light as a STR character? Fang laughs at her :P

The fact is that not that many enemies have high chain resistances. And even if they did, I would rather use Lucky Break than Quick Stagger.

Lionheart = Worthless.

Helter-Skelter = Best Weapon.
