At this moment in time I would say Call Of Duty.
I play MW2 for an hour or so pretty much everyday. I haven't played BFBC2 yet, but I've heard good things about it.
Half Life has a superior single player element to it, but you asked what currently is the best fps franchise, so COD's addictive mutliplayer gives it the nod.
